Someone can let me know if I'm doing something wrong here, but it looks like the intersection stop light tool needs some work. In the image you can see the red car was allowed to enter the intersection but then the light turned red and it got stuck in the middle of the intersection and now the on coming cars are going to get stopped because the red car is in their way.
