Needing Advice About How to Create The Fur in The Attachment

Hello,
I am trying to produce this type of sheep fur as in the image. I have tried to create it with MaxHair but I can't make it curly. I played around with Kink parameters but I can't get a decent result in affordable limits.


I would like to hear your recommendations about how to produce this.
