License server cannot be installed in machine

I have been trying to install Chaos server license for few weeks and I asked the support and they only send me a list of instructions that are not helping me.

When I tried to login from the installation window, I get the following error:

[ ERR ] Post "http://localhost:30304/activate/password": dial tcp [::1]:30304: connectex: No connection could be made because the target machine actively refused it.

I have open 30304 for inbound and outbound of all programs

Based on the error you see, it is questionable if Chaos License Server is running at all.
The error means a connection to the server on port 30304 cannot be established.
Is that page accessible at http://127.0.0.1:30304/#/settings and did you change anything?
We need more information.
You mentioned you contacted support; what is the number of your ticket?
