rendering problems

i dont know if this is a problem but i was working away on a project for work and well in the task manager when vray is rendering it says 0% cpu and 99% system idle... and well its a dual xeon and it used to be 100% or what have u and the graphs would eb hitting more or less a hundered on the 2 processors and 2 hyperthreaded virtual processors. I tried this on my other 3.06 ghz p4 at work and well it has faster render times than my dual xeon is this right? and why would it not show 100% when rendering?
