Nightly builds are now equipped with "Light Instancer" feature available through "V-Ray Object Properties" -> "Use Light Instancer (WIP)".
Marking as WIP for now because it'll be nice if you could test it and tell us how it works for you.
The main use case for that feature is scene processing / vrscene export time / vrscene size when instancing huge amount of lights.
For instance, for scene with about ~200K lights:
