Decals doesn`t work on Cosmos Objects. on converted cosmos objects decals also work only partially.
Red Arrows show cosmos objects
blue arrows show converted cosmos object
Hi, this is a known issue and should hopefully see a fix for it in the next RC release. So stayed tuned! 
Decals now works fine with V8RC3
