There have been posts, but there doesn’t seem to be a solution. I am crippled with it and I can’t get a render out.

Seriously though another user mentioned how much worse this issue is in windows 10 so we`re holding off upgrading as long as possible. It also happens with Vray 3.6 with 3dsmax 2019 in windows 7. At some point I need to try 3.6 with 2016 to see if it`s Vray or 3dsmax which is the main culprit ?
After a recent Windows update along with a nvidia driver update (419.35) I have not had a relapse of the flashing windows. Hard to say if it’s really “fixed” but it’s been ok for a few days now.
I am using GPU, so I am on the recommended driver 417. I am having serious video issues, so the driver itself has an issue outside of V-Ray.
