I think one of the mods posted a comparer (side-by-side) of a render of a fluorescent light bulb material, perhaps in the context of the release of the CoronaPhysicalMtl; a translucent milky white with a clear coat(?)

you can probably make that by having a high roughness in the base channel/refraction. and putting a clearcoat over the top.
I dont think translucency will give the correct result

I would also consider a minor greyish clearcoat absorption.
Tube. Inner shell - white rough, slightly translucent material, outer shell - simple glass.
Yeah, I was thinking I was going to have to split the geo, but maybe with the clearcoat would fake it sufficiently.
