I’m using an older model Dell workstation (NVIDIA Quadro P4000) to run Revit and Enscape. Revit still runs great but with Enscape 3.3 the rendering has slowed down considerably. My question: I’m thinking of either replacing the workstation or getting a laptop (NVidia Geforce RTX 3070) to use as a second screen for Enscape. If I do that will Enscape use the old graphics card on my workstation or the laptop? Would I be better off buying a new workstation?

Enscape will only run on either machine (without any potential workarounds) - If you do not need a mobile workstation aka a laptop, I would actually simply recommend going with a new workstation or upgrading your existing one with a better GPU. Also, the RTX 3070 is a very capable card and a great choice for Enscape, especially when used in a workstation as you usually always lose some performance with the equivalent GPU (same model name) built into a laptop. If you plan to eventually make use of VR in the future, you may perhaps even consider going for the 3070 Ti, or even a 3080 / 3090 depending on your budget and plans.
