The best thing for this would be V-Ray Fur which is made for this kind of stuff. We don’t have V-Ray Fur in vfr yet, but I did some prototyping on this a while back (here). You could certainly try your best with displacement, and that might get you close, but fur would really be the best tool for the job on this one. Not sure that really helps, but…
