Autodesk changed the kbd files in kbdx, that meens that you can’t load your own shortcuts anymore???
please, please, PLEASE tell me that i’am wrong with it…
I haven’t got max2013 but have you tried to rename the kbd file extension adding the “x”???
It’s an old school way…but sometimes it works…

I realise this doesn’t actually answer your problem but I would strongly advise against loading old UI elements into a new version of 3ds Max - including keyboard shortcuts.
It can cause all manner of headaches and clashes with new features, so personally I find it best to just take 5 minutes & manually re-map your shortcuts.

A lot of UI stuff was changed for this release because of the switch to Unicode; so importing old stuff might be a problem…

the last 4 or 5 max releases i copied the kbd without any problems… is it a big step to switch to unicode for max? are there any advantages or is it just a stupid autodesk joke?
There are advantages. One is that it is no longer necessary for Autodesk to compile and distribute several different versions of the package for each supported language (English, Japanese etc) - the language can be changed on the fly. In indirect consequence is that Autodesk can provide updates much faster. The other advantage is that you can use whatever file names you want for scenes, textures and so on. In previous versions, if I used Cyrillic names for textures (since my system locale could be set to Bulgarian) and sent you the scene, you wouldn’t be able to open it correctly if your system locale was different (e.g. English).
