Your screenshot shows the V-Ray Render node license tab. V-Ray for 3ds Max Render nodes are used only when you are rendering something. The error screenshot shows that you are missing a GUI (Interface) license. The Interface license is engaged only when the 3ds Max Render setup window is engaged. Can you please confirm that there is a GUI (Interface) license available? If it is available but you still cannot access it, please make sure that your Chaos license settings are set as the following ones:
