When the still camera is on, my lights does not affect the scene. I am un-checking the “hidden lights” option but this does not work. I have the same problem with vlado render settings..

Chances are you are using the physical camera, which reacts to light differently then the standard camera. Depending on the settings of your physical camera (f-stop, shutterspeed, ISO) you may need to greatly increase the intensity of lights, emitters, or HDRs. This is due to the exposure of the camera and you may try adjusting that (in conjunction with increasing intensities) to bring your scene into proper illumination.
