every time I start a video output the options UI is closed. Maybe it can be fixed.

@Micha @Demian_Gutberlet This is actually the intended behavior. We don’t want you to play around with the settings while a video is rendering and thereby destroy your video by accident.
Do you wish do re-open the settings window after the video export is finished, or do you want to modify settings during the video export or do you simply hate if windows pop in/out automatically? Please describe your use case in more detail.
Seems another good reason to save the settings per scene/key-frame rather than globally: you can start the process in the background and work on something else while the render process is doing it’s stuff.
@Simon_Weinberger Last I rendered several animation. Since the create video button and the open option UI button are not at the same menu, it was quite cumbersome to open the UI again and again. I would prefer, if the option UI would stay open or that the UI is temporary closed/freezed but automatic enabled after the export.
I see no problem that the UI would stay open, since user can learn to not touch the settings during a video export. 
On the other side, option changes could be ignored during an image/animation export.
The loss of temporary adjusted settings for sure isn’t ideal, especially when you’re testing these settings.
I think the freeze will be the solution to go for.
