As last Chaos reply (4hrs ago), uninstalled license server, reinstalled, checked localhost for licenses - licenses good.

I would like to recommend a system, a bit like Creative Cloud, where you can still use Photoshop without an internet connection, or at least, when one can’t get a license, there is a watermarked low res or something.
Currently, we can’t do a single thing. Our work has halted due to not being able to get a license.
We can’t even tweak lighting or shaders, while we wait for the solution.
Using the online license server allows you to borrow the licenses for offline use without internet connection.

What happens when the internet is down, due to an unforeseen outage or ISP issue?

You can borrow the licenses to be used offline and set them to auto - renew. That way they’ll be available for offline usage in case of an internet outage up to 2 weeks and will re-borrow themselves if there’s an internet connection for some time in the last days of the period - Chaos Licensing
