I havenāt tested it yet, but how about disabling the āuse global settingsā option?
Funny enough, I had a similar issue with a spot light some time ago, but it was fixed by deleting and redoing it.
Went as follows:
Spotlight adjusted, file saved, file reopened, spotlight had Cone params and intensity params changed, 100% reproducable, until I removed it.
Pretty sure it was a 3dsmax issue doe.
