We tried IRmap/qmc with lots of jumping black pixels and non-animated big splotchy areas on buildings. What is the most brute force method of calculating this scene such that the animation is smooth?

Yep - for an outdoor qmc / qmc should be the safest, just turn up the quality until the noise is at an acceptable level. You should be able to use less qmc bounces than an interior animation too. If speed becomes a big issue then change over to qmc / light cache set to single frame mode.
Yeah if you only had a moving camera then IR/LC would be ideal, but since you also have a moving sun that cuts IR right out (IR really hates moving light sources)
So follow joconnell suggestions and you should be sorted
Regarding this subject: when will the bounce multipliers be key-frameable ?
If the sun only moves in daytime you can put the sun at 12noon and do an IRR/LC pass for the whole animation. In the final pass you can animate the sun as you wish…you just won’t have the subtle GI from the moving sun but in a lot of cases in Arch Viz I never heard a client copmplain about it…
