Hi,
I’m going over that effervescent tutorial using Maya 2303.3 and I can’t seem to get the bubbles to work. I opened the “Final” file to see if I missed anything, but when I go to render I get the same result with no bubbles.

I just did a quick test with the final scene and it seems to be working as expected.
When you opened the scene did you simulate it? You can start the simulation from the Phoenix Shelf by clicking the Start icon - here is more detailed info about the Shelf - Phoenix for Maya. You can also start the simulation if you select the Simulator and go to the Maya Attribute Editor window - there you can find the Start button.
Could you show us a screenshot of the Simulation rollout?
Also, can you tell us which is your exact Phoenix version. In order to find out the exact Phoenix version you can check the About info window. Maya > Top Maya Phoenix FD Menu > About Chaos Phoenix.
