What is the difference between the $97/yr. long-term simulation rental and the $390/yr. rental? Perhaps $390/yr includes support for additional BB nodes and $97/yr. is Workstation only?

The 390 one is a Workstation license package, meaning that you get 1 GUI and 1 Simulation license. The $97 one is an additional simulation node license. It allows you to run more than 1 simulation on more than 1 machine simultaneously - e.g. Sim1 on PC1 and Sim2 on PC2.

Sounds like the GUI license is a requirement? So the more Sim licenses you have, the faster the render(s)? If I were creating a still image with water splashes for instance, could I get by with 1GUI and 1 Sim license?
Yes, you will need at least one GUI license. More Sim licenses mean that you will be able to iterate faster, the rendering part is handled by V-Ray or the renderer you are using.
You should be good using 1 GUI and 1 Sim license.
