Neither in Rhino rendered view nor Vray render shadow on picture surface does not appear while on any other surface does.

It looks like the imported images in Rhino as “Picture surface” type are imported with enabled Texture Self illumination option. Disabling this option will display the shadows on the picture as well as on the other surfaces.
Please, try the following steps:
- Select the imported image.
- In the Rhino’s right panel select the Material Properties.
- Then in Picture’s Texture section turn off the Self illumination option.
Both V-Ray and Rhino Render should show the shadows on the image.
Example with enabled Sun Light and disabled Texture’s Self illumination option:

I confirm that it works as indicated.
I believe that Rhino uses self-illumination as the default setting.
I may be wrong, but I did not activate this function under any circumstances.
