The specular of the material is seen in the reflection of it, but not in the material itself! I would like to know if it’s a bug or if the settings are wrong.

This is happening in other scenes and with differents materials as well.
Since the specular is just reflection, you can’t expect to view two surfaces from different angles (from the camera and through the reflection) and get the same specular effect. If you rotate the camera, you will get the specular effect on the directly lit part as well.

I just reproduced the effect. Makes perfect sense what vlado is saying. Adjust your sun so your specular isn’t hitting that exact surface normal in that exact fashion. Will make for a nicer image anyways IMO.
