I cannot use proportion guides while having clipping active, sometimes it appear when not selecting it
I uploaded a gif showing it but it seems that the forum doesnt support it 
Thanks for the report. It happens when the Near clipping plane value is larger than the Target distance. Logged (internal bug-tracker id: VMAX-14218 ) for dev investigation.
