combustion, After effects and i think shake can open and use the data in those files
the rpf is only for combustion!

the RAM player in max can open RPF as well
As far as I know, Digital Fusion also supports RPF.
sorry. I was wrong. aftereffect supports rpf. atleast som of the chanels- not only combustion 
rla/rpf are supported by After Effects, Combustion and Digital Fusion. I think they should work with Flint/Flame/Inferno as well. Shake has just a very weak support of rla/rpf, while After Effects is much better.
There are some freeware tools out in the web, like an rla importer for Photoshop.
