there’s enough clues to show that its a former underground submarine base. It probably held nuclear weapons of some sorts, probably torpedoes.

It is a submarine base and arms cache. Bombs were assembled (both conventional and nuke) it seems. The 6 tonne doors and curved corridors were designed to limit any damage caused by attack or accidental detonation of bombs.
