Most imported HDRI images render look like too large in scale.

You can’t really scale a 360 background as by definition it needs to cover the entire 360 sphere. If you scale it down. you’ll see a border/edge where it ends and distortion since the image is designed to map to a full sphere. You can try a test pretty quickly in photoshop, just make the canvas bigger (try starting with 200%) while keeping the proportion the same, your image will be framed with a large black border or background color. Then in Enscape the background will look “smaller” but as you move the camera around or look up/down, you’ll see where the image ends. And depending how close the background objects are you’ll see fisheye distortion. (less noticeable if it is just a distant horizon.)
There is probably some math that could solve the distortion by unwrapping/ scaling/ rewrapping, but would degrade the image, and you’d still have a portion where the image is “missing” so then you’d need some kind of AI context-aware tool to fill in the gaps. At any rate unfortunately it is not a simple “scale” problem.
