Turn lights off

I am rendering a scene with multiple individual rectangular lights.
I want to be able to turn off different groups of lights individually.

Each group has its own layer. Despite of this, when turned off, all lights in the scene (even the ones in the layers that have been turned off) will still render.

In Global Switches, on the right is a check box called Hidden Lights. When this is enabled lights will render regardless of whether they are hidden or not. Uncheck so that lights on hidden layers do not render.
