unable to load rhdk.10.v.40 rhp plugin : Dependent dLL is missing

Having reloaded vray I receive this error message when opening rhino.

I have downloaded the lastest rdk from mcneel

Is this a vray issue or a rhino one?

and how do I resolve it?
