I can not drag and drop some materials from the library to the Scene Materials.

Another way to import a material is using the option Add To Scene from the context menu which is opened with the right mouse click on the wished material. Does it work this way?
Is the selected material (that you want to add) in the loaded directory for sure?
Would you share the vrayneui log file (V-Ray > Help > About > V-Ray Asset Editor Session Log) after you reproduce the issue, please?

If I right-click and select “Add to Scene” the material is transferred to the Scene material.
