2.1.3 contains some bugfixes compared to 2.1.0, but still lacks the features available in the preview version. The next preview version will have a 2.1.3.xxx version number and contain these bugfixes.

Which version has the materials editor in sketchup?

You need the preview version for the SketchUp material editor. The latest batch of bugfixes in 2.1.3.0 release version only affects Revit and Rhino, so you are good to use the preview version despite the lower version number.
