Visual Artifacts in video

Can anyone explain the artifactw I am seing in rendered videos and offer any solution. See link below.
Sold this amazing new tech to the bosses and cant really show them this.

Does look kinda cool thou, has aTake on me by Ahha sort of vibe.

Hi, what “quality” and how many “samples” did you set in Render Setup?
It looks like a sequence rendered with very low quality and denoising. Is there a chance you could share the scene with us at https://support.chaos.com/hc/en-us/requests/new

I have uploaded the scene as suggested. I have tried many different quality settings and i think i went up to 24 samples, didnt help. I have tried turning of the lighting fittings theat are against the walls or on the wall, this did help a bit.
Whatt is the recommended setting for the samples?

I also noticed that the first frame seems to render at the correct lighting output colur(warm white) then the subsiquent ones where a cooler white.

The issue in this case is due to the low number of samples used. For animation output, it’s recommended to export at High Quality with a high sample count. In your case, you may need significantly higher values e.g., over 100–500 samples per frame. You’ll need to experiment to find the balance between rendering speed and output fidelity/quality. Lastly are those IES lights?

I tried 128 samples last night and still was bad, these are ies files. If its the low sample rate why do I get the artifacts in just certain areas the render was ok outside of these areas. The lamp posts also have ies files but they render fine. Will keep experimenting to see if I can narrow it down.
