Visual Bug when using 'Time of day' for Video Editor

So I have found this visual error that happens in every project I have tried it on when using the time of day when exporting video.

Essentially when significant lighting changes happen due to the Time-lapse the render incorrectly calculates the light for a few frames and then corrects itself.

But it cause the resulting video to look like the light is flashing or suddenly going dark and then light again.

I have tested this with and without many settings including: Auto exposure, Auto Contrast, Turning of skybox, Changing rendering quality and different style modes.

This is most obvious when using the light mode to see when the change happens. Attached are series of images of a short time of day lapse with an example faulty frames in the middle.

Usually this happens at multiple point in the export and always at the exact same time.

Does the problem still occur if you set the cloud density to 0? It might be clouds occluding the sun, this can cause flickering when doing a timelapse animation.
