I want to matte the volume, but even if I do matte, it is not applied. what should I do?

Could you let us know what kind of workflow you are using? Is it by Render Elements or Object Properties?
If you could provide us with a simple scene that reproduces the issue so we can investigate, it would help us a lot. You can share it here or you can Submit a Request to our System.
Volumes as matte doesnt work in vray, we do though use deep sometimes to solve some situations. I do though also want this feature so a +1 on this as a feature request
