anyone now who to use this and what is it’s purpose? adding it to the scene it shows up in the render elements, tried assigning objects to it via the relationship editor but cant see anything different in the render elements that are output

Isn’t this just the lightSelect Renderelement?
Yep, these objects are used to represent VRayLightSelect render elements.
