but I have accepted cloud license when I am install V-Ray 3 DR1, do I still need to install Chaos License Server?

No, you don’t. Go to (Win button → Change license settings) and make sure you are using Cloud licensing. Meanwhile, I’ll ask the tech guys for an opinion.

I have re-install this server, will update if the message pop up again
Tech guys told me it’s a generic Windows error, which may be caused by a lot of stuff. Otherwise, if you use Cloud Licensing, you can safely uninstall the local Chaos License Server (I just thought the error was related). But, yeah, do write if it happens again.
