not bad. I’d either ditch the ‘speckle’ map snow for a proper particle snow pass or at least put some motion blur on it.
Was the snow painted on? Several parts seem to be a bit more blurred, than they should be, like where the foreground meets the road. It feels more like a matte job, than something rendered. Anyway, I’m just curious, looks cool though!

Too bad the image is spoiled by the fake snow. If you don’t mind, I had a quick go at your image.
Search for a nightshot of snow. Put it on top of your image in screen blend mode. Done.

p.s. snow is PS noise
I think that you should tone down general lighting, including removal of direct sun and change the background sky to something more gloomy.
