Are there any issues with me purchasing credits on my account, but then sharing credentials with my sub-contractor to use? So in Render Setup, when they log in to A360 Cloud Rendering Mode as me, is there any issue with their V-Ray Licensing if they are logged in as someone else? Just want to make sure the two licenses are not connected somehow.

No problem. One way is to share your account with the sub-contractor if you trust them.
