Failed to allocate credits to users

When trying to allocate credits to users, we're getting this error message.

We couldn't create or update the specified quota.: internal error: rpc error: code = DeadlineExceeded desc = context deadline exceeded (4ba121cb-8a80-8122-67f1-2450623a221e)

We have plenty of credits in our pool and this seems to be affecting all of our users at the moment. Any ideas?
