Hmm...I'm afraid that for me this doesn't work and there are a few reasons (being of course constructively critical).

Lighting-wise it looks too flat, in my opinion....so the sun is low, which means a lack of direct shadows.

This is my main comment I think, as everything else is affected by it.
The running girl on the left seems just pasted on (is she 3d or flat comped?) and this is probably due to the lack of any contextual shadows.
The guy sitting down (almost missed him) also seems oddly lit, as he has a strong highlight on the left shoulder...it confuses me,
as does the light falling on the line of bushes on the right. These are very bright, whereas the grass on the left seems very unlit
by comparison, given the presumed sun direction.

Maybe a change in sun position would be worth trying?

Muhammed likes it, so maybe my eyes are wrong LOL....but anyway, that is my take

looks like it was lit with a nuclear weapon. if the goal is a dystopian image you have acheived that.

For this image, i have make quite a lot of lighting version for the client to choose, finally they choose this one. and this image is using HDRI, how can I make it look "not too flat" ?

The running girl on the left is 3d people. the sun is cover the sitting man and hit on the right wall but not cover the running girl, in this situation, how should I do on the girl without changing sun position? (as client already confirmed it)

yes the sun is fall on the line of bushes on the right a little bit.

Sorry, this is not a dystopian image, which mean I have failed on this visual image. could you please give me some guide on how to improve this image without changing sun position?

I think that if the client likes it then that is all that matters, so on to the next job

Not surprised the client chose this lighting, I still do like it personally "although not being perfect"
The transition from cold tone on the sky at the top, to warmer sun, then to blue again with the pool.. I have done this myself on plenty of brochure renders for Porsche and Mercedes AMG

It makes sense, especially now that customers just want fast delivery and the effect they want
