I have a separate VRaySky map for the background and environment. That way I can boost the background multiplier to suit my taste. I think I've got it bumped up to 4. The environment multiplier is set at 1.

The scene is set up using linear color mapping, but I've been getting nice results with exponential too. I just have to adjust the background sky multiplier if I use exponential.

Did you manage to solve the problem?
Im thinking that maybe rendering exteriors with lots of glass and metals AND vray sun is impossible as it will cause white dots nomatterwhat. If we can make the sun invisible we'll lose all the reflections on the objects, which is not good either. Any solution to that?

So does it boil down to 2 things?
Either no usage of filters with negative values in the weights' curves, or color clamping to 8bpc?
I have never had this kind of issues so far, tbh, with qmc aa, as for speed i always keep filtering off...

Either with clamping and/or no usage of filters, white dots appear.

try putting a color clamp material over your scene materials, clamp it to around 400 or so, that might fix the odd edge problems
