It's definitely worth doing this in post if you're workin on a still - the only way to do this in vray is to have an object move extremely quickly across the image and have a very bright light source attached to it. Even having spherical vray lights will work well. Be warned though if you have extremely fast objects you'll need to have a lot of motion blur steps to get a clean result - thanksfully you can change blur steps on a per object basis using the right click menu vray properties. Also the more steps you put in, the more accurate and generally brighter the object gets. Here's a sphere with a vraylight material applied animated over one frame:
