Yes, really nice start (if you can call that a start )
Only thing that bugs me in the last pic is the question mark on the bus sign. It feels a bitt off there. Maybe desaturate it a bit?

The Letters will be chenge becouse for me looks like very poor

About Snow shader helpfull is good displeace map, some time I used normal map. Reflect (white) 0.84 is with fresnel, small refract with Ior 1.333.

And here new render, I tick off all dipleace for test and snow look like poor but this is only biulding test with textures
