Here is a project, in prelims, that I was asked to quickly illustrate. I used V-Ray's Toon, and PS.

This looks really good, what sort of tools did you use in photoshop?

I just fill with color, paste a water color scan, and add a water color filter. I render out a toon to overlay for the fine detail. It's actually really easy, and fast. I have a large library of water color scans that I have collected over the years. For the cars, I manually paint over them; the same with people. I used PSD Manager for easy masking

Nice work, although I do not like the pink cars...
If you do not know, could be useful FotoSketcher (http://www.fotosketcher.com/)
        it's free and very useful.

I have used fotosketcher, and it's nice, but I like the control I have in Photoshop. I'm not very good at these NFR ones yet, but give me some time, and I'll master it. I want to work o a technique for the vegetation.

great work, I like the whole color tone, but if you could tone down the bumpiness of the paper texture slightly ...

Yah, I agree that the texture filter is a little overdone. What I'm going to do next time is scan actual paper, and use that. Using the PS texture prodices a noticable tiling effect.
