You're not going to get anything similar morne - a lot of the strange colours and so on are other images of defocussed lights and colours overlaid after.

To add to joconnell's post, you dont need plugins for photoshop, you just need to find photos & throw blending modes around. Either take them yourself or there are a gang of photography students online who think taking photos of defocussed lights is the buisiness. Cut them out, scale them, levels, whatever.
