I think it's mainly because the hair is glass and converted to geometry - probably lit by HDRI correct? HDRI and plain Shag Hair do not play well together - hence the necessary conversion.
The sheen on the plastic material makes me think otherwise though. I'd optimize the refraction levels and lower the subdivisions significantly. Even then, I think it would be a bear of a scene.
