I'm building this new workstation. Its going to use i9 7890xe. Upon trying to install windows 7 from usb key it won't able to go past initial windows installation screen. I called the guys who build the system and they told me that new cpus will not support windows 7 and 8, only 10. When I dug around in bios I found an option in the mother board that disabled installation for windows 7 and 8. Is this true? It does not seem to make any sense that a cpu would limit an installation of an os?

This is true!
This is on Microsoft, not AMD or Intel...Microsoft forces both of them to use Windows 10 on new platforms/CPUs .. and you will find that all Mobo drivers are for win 10 only
This is been going on for some time now, before Ryzen came out.
There are ways to install windows 7 with some more problems, but you should be fine.
