Intel - reduced Turbo Boost speed problem

Has anyone noticed that Intel processors are not working at the full Turbo Boost?
At first I thought it was my scene fault, but it happens on all scenes, all computers, regardless of the engine chosen (I tested vRay and Arnold).
For example Intel Xeon 2696 v4 - Turbo Boost = 2.6Ghz (it should be 3.6Ghz)

Does anyone know how to fix it?

something is wrong...
can you switch your windows power plan to performance mode and see if that changes anything? it sounds like it might be set to the lowest plan. Balanced usually works fine on Intel but performance should keep the clocks very high all the time.
