I have the same ROG Dark Hero, same CPU and same GPU
Could you please list all the system specs, power supply, drive, memory configuration. It will be helpful
I haven't seen this behavior on my system, should be solvable I think(as we both have the same hardware)
What Nvidia driver are you using?
Do you have PowerToys installed? we have reported similar behavior to Nvidia recently on using this tool
Use the latest bios, default settings, install the recommended driver 512.59 (make sure to check clean install in the install option)
When you Benchmark or Render, never use the 1080ti with the 3090.. mixing both specially in RTX mode is not gonna work well
The 1080ti uses software raytracing, the 3090 uses hardware raytracing(tensor cores).. mixing both will slow down everything
What you should do is have the 3090 in the first PCIe slot, then install the 1080ti in the 3rd PCIe slot(I know it is x4 bandwidth shared, but you need to give breathing room to your 3090, this is priority)
Then connect your monitors to your 1080ti so it gets used for viewport performance, or GPU denoising in V6 and you keep the 3090 to your GPU rendering/Vantage
In Nvidia control panel, change Power Management mode to Prefer Maximum Performance
Swap OpnenGL rendering GPU to your 1080ti (this device is what Max/Maya use for viewport)
If you are on Windows 11, HW accelerated GPU Scheduling should be enabled by default. If you are on Windows 10(Recent builds) you need to enable this manually
Update 2: Ive noticed Phoenix simulation dont utilize the cpu 100%. Is that normal? Like i did the waterfall sim and it never exceeds 75%. My 8th gen intel is pegged at 100%. What im wondering is are there any bios settings i should be aware of. I dont exactly want to overclock but I dont want my cpu held back. I hardly ever see it hit boost clock speeds in HW Monitor.
Sometimes the simulation goes way too fast, before all the threads can synchronize and the next sim frame comes up. If you make a heavier sim that needs a bit more time the CPU should stay at 100%.
My dear dear Muhammed, you did it! You solved the issue. It was the Nvidia studio driver 512.96. After you suggested using 512.59, I used DDU to remove 512.96 and clean installed 512.59 and the problem was solved. So make note of this bug with that version of driver. It will cause the card to idle (35% TDP) during RTX renders. Especially at first boot. But will happen randomly later as well.
You have saved me days of computer building. I had 2 more builds planned. One with a MSI board, another with the Asus ROG x570-E board. And then I had a second CPU on order. I am very relieved. I was getting tired of smelling CPU thermal paste cleaner. I liked everything else about the AMD cpu and was not looking forward to going back to intel. I was also considering going with a Mac. Im primarily a Mac user as I do most of my work thats not related to 3D on my Mac. I had a Mac Studio 20-core on order with a 2 month wait but upgrading my gaming PC seemed the smarter move. But to see the performance cut in half made me consider just getting the Studio even though its much slower (10x?) without GPU supported rendering. Im very happy to now officially be part of the AMD crowed. The temps are fantastic. I was hitting 98C on the intel and now they are 65C and faster too. My intel cpu score was 15000 and my AMD cpu score is 19000. No overclocking on either.

When I install that, even when using 512.59 drivers, it still occurs. I reinstalled windows and ignored that update and problem solved again. Can you try it on a test system and see if you are seeing the same behavior (after restart perform RTX benchmark asap) ?
Update: ok, its happened again, but this time all i did was uninstall some of the default Windows 11 apps. I dont know which one it is yet but they are spotify. instagram, movies and tv, Teams, One Drive, solitaire. I made an image of the drive before hand. soon as i reverted back with the image, problem gone. also an observation ive made, the issue doesn't happen if i control the computer thru Microsoft Remote Desktop from my Mac for some reason. Maybe the connection prevents the video card from idling during the benchmark. Please let me know if you are experiencing any of this so i know that the new hardware Ive purchased is not defective.

Muhammed_Hamed changing the power management didnt resolve it unfortunately. if you have a chance to confirm anything happening on your end by tomorrow that would be really helpful so I know to order new parts or not before the weekend. Id really appreciate it.
Yeah, no issues on my side. This is most likely about your setup
I recommend running Heaven on your GPU for 8 hours(maybe during the night) see if it survives stress testing. To make sure the GPU is all good
Then you should benchmark the CPU in the same way, use something like Aida 64, stress test CPU, memory and cache. See if you survive 8 hours of stress testing
Don't do both the GPU and CPU benchmarks at the same time
Just to make sure your hardware is not an issue,
About bios, install the latest one, 4201
Keep the default settings, what you can do is enable Re-Sizable BAR option then save and restart
If you survive stress testing, I will ask you for a remote session to take a look at your setup

I have Asus Ryujin II 360 cooler, ROG Helios case, ROG THOR 1200 Watts PSU and 2x 3090 SuprimXs
I went with Liquid cooling as 2 GPUs will make way too much hot air in the case, it is not ideal. The other ROG parts are all personal choices
I'm testing on 3 different machines here, if I come across the performance bug I will let you know. It might be about a specific application you have installed, we reported similar behavior to Nvidia about PowerToys
Hi Muhammed_Hamed , thanks for getting back to me. Later today I will be swapping the CPU with another exact copy. So that should rule out needing to stress the CPU. As for the GPU, the issue also happened with my 1080ti in the same rig, same mobo and everything so thats why I feel its not the GPU, but I will stress test the 3090 for 8 hours if you still feel it's helpful. Any particular setting that you suggest for Heaven like resolution? I also swapped power supplies using a Corsair 1000w RM and the issue persisted. We'll see what swapping the CPU shows which arrives today.
My previous computer was a ITX build with a 8th Intel. None of this happens on it. I even got all the widnows updates and latest Nvidia Game Ready drivers just to see if my Cuda score would cut in half. It didnt. what I might try to do is see if I can fit my 3090 inside my ITX. i will actually have to remove the front IO panel to make it fit and seeif it happens with the 3090 in another system. This will be interesting as you can see how small it is from the attached photo.
I was trying to buy the Ryujin II 360 when I had the Intel build but they were sold out everywhere. Looks really nice What made you choose the MSI 3090 over Asus or EVGA?
Hi Muhammed_Hamed , today I stressed the GPU in heaven at around 98% utilization and there were no issues. I then swapped the cpu with another new one and issue still persists. Would you be able to do a remote session tomorrow (Saturday) ?
