Using local openCL plus network openCL card

Is it possible to use my local openCL card in addition to an openCL card that is sitting on a different (unused) computer or must all graphics cards be on the same local machine?

You can run V-Ray RT in distributed rendering mode - no matter if you use the CPU or the GPU version. However keep in mind that you might have to start the V-Ray RT render server manually on the remote machine from an interactive Windows sessiosn (i.e. not as a service) so that it can access the GPU.
