Photoshop Menu

Anyone ever experience PS's menu slowing the mouse down to a crawl? When I hover over the menu, any part of any menu, the mouse slows and moves strangely for a few seconds.

I have been fighting with Photoshop's menu, 3DS MAX's pan, and zoom, and Windows pausing every 3-4 seconds. I read an obscure 8 years ago post about a sound driver making Windows micro-pause. I uninstalled the sound driver and everything is fixed.
