as such it does obey some of the limitations a GPU render engine has. However it works Out-of-core, so you are not limited by VRAM.
The Arnold checkbox, about GPU acceleration is another thing. It allows you to render on the GPU instead of the CPU. It's like switching from V-Ray to V-Ray GPU.
RTX provides additional acceleration of the GPU, so it is essentially acceleration of the GPU acceleration.
The demo here is using RTX through Microsoft's DXR technology and V-Ray GPU uses NVidia CUDA, so as Vlado said, we are exploring how we can use RTX in V-Ray GPU, but that will take some time.
